It depends on the density; For example, in the Dead Sea, a human can float on the water because of the high concentration of salt. A penny dropped in a glass of tap water will sink, since it is denser than the water. Unless, of course, this is a riddle; in which case the elephant could be held on a boat whereas the penny is simply dropped in the water.
