An Earth-quake itself is unpredictable, but the destruction that prevails afterwards is manageable. You need emergency services to help the wounded and remove the dead from the wreckage. (If there is any.) And to also put out fires that pop up afterwards and to remove the rubble of the collapsed buildings.  
Unless you are talking about managing an actual earthquake, like the thing itself, then that's a whole other ball game. You would need to have technology that would be able to make the plates of Earth's crust slip and slide with more ease, so that the more destructive, city crushing earthquakes, that we know of all too well, will not happen as much. 
An earthquake is unpredictable... there might be some ways. I suggest that you find a book related to your question.
