This one depends on a few things...
If their website is being hosted at their business location, then they should invest in extra bandwidth and speed with their internet provider because hosting a site that gets a lot of traffic would be competing with everyday usage of the bandwidth from users at the business location.
If the site is being hosted remotely by a website provider, then they need to talk to the provider and figure out a solution with them.
Furthermore, it is possible to have a website that is poorly done and takes forever to load. If the website was done by amateur web devs with basic HTML/CSS knowledge, they could be hosting images on the site that take a long time to load due to their file size. Things of this nature would mean they need to optimize and simplify the site.
Because of all these variables... it gives merit to the idea of just hiring an IT professional (like me) who can thoroughly examine what is going on and where the problem is occuring.
Ultimately, for this problem, I would just choose the first answer as it's a good "catch all" solution to the problem. Just invest in extra bandwidth...
