1. The author of this document is the legislature of the State of Louisiana.

2. As a contractor to the Railway companies, this document was important then to ensure compliance with the existent law of the state of enforcing separation between whites and blacks in train coaches.

The author is not Jim Crow.  Though, the law subsequently assumed the name, "Jim Crow law."  There was no person known as Jim Crow.  The legislature of the Louisiana State can be attributed the authorship of the document.
