Robespierre was the leader of the Committee of Public Safety that acted as a form of government from 1793 to 1794.

I think it went on for so long precisely because of the disorder and instability of the turbulent times after the revolution. It required military intervention after the Battle of Fleurus in 1794 to take the control of the situation.
