Amendments was initially created because there are a lot of contents of the initial draft that did not support the social condition that we have today. (For example, the initial draft of the constitution do not give women the right to vote).

But in order for an amendment to be passed, a proposal for amendment had to pass two important process :

- Gained 2/3 votes from the house of representatives to be proposed

- Gained 2/3 votes from the senate to be implemented.

2/3 votes is a huge number because most of the time, one political party completely control half of the congress.  So when differing opinion happen,  most members from one political party usually gathered into one side of the vote.  This is why The process of amending the Constitution is long and difficult
