The use of a rhetorical question at the end of the paragraph, "Why should it be up to private charities to take care of those who battled and bled for their country?" is almost like a challenge. Why isn't the government responsible? Like that.
The definition of condescending is having or showing a feeling of patronizing superiority. The author's tone, at least to me, sounds like they feel they are in a position to talk out about this. And towards the government, at least, the tone would be condescending.
The author isn't hand-wringing anxious, or extremely frustrated, either. That would leave the last option, condescending.
