Germany in particular had gone through a massive depression, inflation levels so high that citizens were burning piles money to keep warm in the winter. They were desperate for more supplies. People were growing restless throughout Europe, as they were aware of Germany's situation, and were worries as Germany was arguably one of the main causes of WWI. Political leaders in the UK, US, and France had been keeping a close eye on Germany since the Treaty of Versailles (in which was the main reason why Germany was in shambles). However, when Hitler rose to power - many, if not all, of the restrictions placed on Germany were secretly being broken.
