The factor that contributed most to the development of the cell theory is the advancement in technology.
With advancements in the area of technology, significant improvements were made to the primitive microscope initially invented by the likes of Hans and Zacharias Janssen, and more powerful microscopes like the electron microscopes were invented. With these, details of the cell could be observed and all the organelles could be studied, including how the cell divides (give rise to another cell).
Still on the technological advancement, the discovery of differential staining materials made it possible to differentiate several biological phenomena as they relate to the cell.
Thus, by extensively studying the cell using microscopes and differential staining dyes, the cell theory was developed by the likes of Theodore Schwann, Mathias Schleiden and Rudolf Virchow.
