The water cycle is basically what you learn in biology, I guess? It is a process which goes for a long time and never stops. That's why it's called a cycle.

First that occurs in the water cycle is heavy rains falling onto the lakes or seas, after that the water in the sea evaporates into water vapour, after that condenses into clouds. And the cycle repeats over and over.

If water cycle doesn't happen, it means it's hardly raining, rain normally causes a drop in the temperature. If it barely rains, an area's weather will be hot and dry.
