For number 1:
Luminous means alighting, so there's the first part. Beguiling means charming or enchanting, often in a deceptive way. I think of Loki, the Norse god of trickery.
For number 2:
The lines in the hills we climb could have a reference, or a similarity because of the way the president is thinking and running the country. It could also deal with the way the people responded.
For number 3:
She is talking about in a serious voice about how we may have our doubts, we should still have some hope.
