what was the purpose of the washington naval disarmament conference and the kellogg-briand pact? what prompted them? was the purpose accomplished?

At the end of WW1 the US, Great Britain, and Japan all started large scale programs of capital ship construction. This rapid construction led to a naval arms race. The Washington Naval Conference was held to limit warship construction on all sides.The Kellogg-Briand pact was a bilateral treaty to outlaw war caused by expansionist aggression.
