At the end of WW1 the US, Great Britain, and Japan all started large scale programs of capital ship construction. This rapid construction led to a naval arms race. The Washington Naval Conference was held to limit warship construction on all sides.The Kellogg-Briand pact was a bilateral treaty to outlaw war caused by expansionist aggression.
