It is supposed to decrease the number of unhealthy behaviors to a less problematic number. If it were to decrease it entirely it could likely lead to unhealthy consequences regardless if it was to double down ON the unhealthiness. Eventually, yes, it will remove of all unhealthy behaviors (depending on the situation) but it first has to be done at a slow rate, of which has to stay constant.
