Before the United States Constitution, there was the Articles of Confederation. The Articles of Confederation are known to be very weak and gave little power to the federal government. Under these Articles, the federal government could not tax the states, regulate trade, draft soldiers, create and enforce laws properly, and other important matters. Most of the power was in the hands of the state governments, which some people liked and some disliked.

The people who were in favor of the Articles of Confederation were called Anti-Federalists. They wanted a weak federal government and strong state governments. Many of them associated having a strong federal government with British tyranny and were scared that if the government obtained power, they would abuse their power onto the people.

The people who were in favor of the United States Constitution were called Federalists. They wanted a strong federal government. Many of them felt as if the weak federal government under the Articles of Confederation was harming the country and they needed something more powerful.

When the Constitutional Convention of 1787 occurred in Pennsylvania, the original goal was to just amend the Articles of Confederation. This was not the case though, as the Articles ended up getting scrapped altogether and the United States Constitution was created instead.

This struck fear in a lot of Anti-Federalists who were opposed to the United States Constitution in the first place. They did not want the federal government to obtain power and simply wanted to keep the power in the hands of the state governments. They desperately pushed for a Bill of Rights, which the federalists did not feel was needed. Eventually, the Bill of Rights did get created and secured the rights of American citizens.
