I, Se, Al, Ag, then Ca is the order for decreasing electronegativity (EN)

Explanation: EN increases from left to right and decreases going up to down. Due to I, Se, and Ag being on the far right of the periodic table, they have the highest EN. As you go across the periodic table, EN increases. This is why Ca would have the lowest EN. Essentially, the elements on the top right have the highest EN.
