The United States wanted to remain neutral and have no involvement in the war, however, the US did send resources to the Allied Powers. In 1939, Congress passed the "Cash-and-Carry" Provision; later in 1941, the Lend-Lease Act was passed. So far the United States did not have any direct involvement with the war, the US only supplied its allies. This all changed when the Japanese bombed Pearl Harbor; the US had to abandon their policy of neutrality and take action.
