The act required that slaves be returned to their owners, even if they were in a free state. The act also made the federal government responsible for finding, returning, and trying escaped slaves.
Allowed slave owners to retreive slaves even if they were in "free states" and anyone who harbored runaway slaves would be fined
I don't think this was fair because if the slave made it to a free state they should be free but on the other hand, they were considered property and it would be the owners retrieving "property" kinda like if a dog ran away and was retrieved
