President James Buchanan, the 15th president of the United States, stated that the Southern states had no right to secede, but that Congress had no power to force them to remain a part of the union. When the Southern states seceded, they acted on the belief that the union that formed the United States of America was just a compact (agreement) among many states. South Carolina, Florida, Alabama, Georgia, Mississippi, Louisiana, and Texas seceded from the Union.
