The British imposed an autocratic and bureaucratic government in what came to be known as Nigeria.  Administration of the territory was conducted primarily by white British upper-middle class Britons in London and Nigeria.  Each region some native administration by local headed by native emirs who retained their caliphate titles but were subservant to British officers. Native administration was responsible for police, hospitals, public works and courts.  n 1916 the Nigerian Council was formed that by six traditional rulers, including the Sultan of Sokoto, the Emir of Kano and the Oba of Benin.  Their purpose was to to represent all of the colony.  In practice the Council had little power.  After WWII the British withdrew from most of Africa.  In 1957, the West and the East of Nigeria became formally self-governing.  The North followed two years later.
