The reconstruction act of 1867
That, in itself, is not the most interesting part. The act itself was to do 3 things.
- Divide the south into 5 military zones (Tennesee was exempted. I do not know why.)
- Write a new Constitution what was ratified by the population living in the reconstructed zone.
- Enact the 13 amendment (the freeing of the slaves) and the 15th Amendment (giving the black males over 21 the right to vote.
I think the president at the time (Johnson) vetoed this bill. The senate over road his veto.
It is the opinion of some that this piece of legislation was intended to punish the south.
