School B: The teachers decide what they're going to teach and how. The principal has little control over the classrooms and there are few school rules.

I would choose school c. I would choose this school because all the students have to follow the basic NEEDED rules but also the teachers rules, which may be different per class. A lot of teachers don't agree on certain rules students have to follow in the classroom so I think to prevent a lot of arguing, the teacher should be able to decided the classroom rules to a certain extent.
