The comparison between Creon's decision and how Oedipus governed is that if it was Oedipus he would have acted in a harsh and thoughtless manner.

Both of them have two different personalities. Creon is a very thoughtful and wise person. But Oedipus on the other hand is his opposite.

Even with the accusations that Oedipus faced, Creon still tried to stop the public display of shame and said he would only take action on him if it was approved by the Gods.

Oedipus would have acted in a completely different way if he was the one to make this decision.
