Promotion of learning and respect for teachers are among the traditional values of the Vietnamese people. In the old days, it was commonly believed that a teacher's position was higher than parents' and only lower than the king's. In many communes and villages, rich people invited teachers to stay in their houses to teach their own children and those from other families. However, they do have a theme in common: educational values. We learn that the Vietnamese people highly esteem their teachers as well as their independent identity, the latter being developed with the help of education, literacy.

The text does not say all teachers would become civil administrators. It does say that the test to become a civil administrator was quite challenging.

We can choose the word "manage" to substitute "conduct" in the passage, since both convey the idea of carrying something out. We can also see that the word "them" in the second paragraph is substituting the previously mentioned "Chinese characters" when the author says such characters were used for writing.

The second passage has blanks to be filled. A useful tip to solve this kind of question is to, first, take a brief look at all the options and then read the whole passage. Do not worry about finding the answers in order. Just give it a read, fill in the ones that are easier, more obvious, then work slowly with the others.
