I have a 4 year old daughter. She eats. Every day. Many meals.
If there were no people in the house to cook for her, she’d go hungry. She doesn’t know how to cook. Can’t operate a can opener. The value of the food in the house can’t be conveyed to her.
This past Saturday, when we all woke up, we noticed that there was very little food in the house. So, we — the people of the house — went to the grocery store to pick up food, and we cooked some of it to eat and stored the rest for later.
People can solve the problems of limited resources. Materials cannot solve problems.
That would depend on the issue involved. Remember physical resources can't, by nature, generate human resources, but human resources can generate physical resources. Quick answer, either could be equally important. A mining company with extensive human resources, but no place to mine versus one with extensive ore available, but no human resources to gather it.
