Both Crytography and Steganography are methods which could be used to achieve the company's aim of ensuring that top level information is concealed. However, I'll advice the company follows the proposition of the IT head by implementing CRYPTOGRAPHY due to it's high level of security.

Cryptography allows secret and confidential communications to be made such that only the sender and the intended recepient have the required decryption key or access to decode the information. This means that the message sent is protected and hidden, hence, minimizing the risk of attack even by chance.

Steganography on the other hand is a sort of communication concealment technique whereby confidential information is kept within files. Here, the message isn't locked or encrypted but it involves using means that won't raise suspicion that a confidential message is being exchanged.

Therefore, with internal information tip or accidental access of the covering files or folders, communication sent using Steganography can be easily accessed since they aren't encrypted.
