The air inside the balloon is a hotter temperature and has more kinetic energy as more molecules move faster. And has to be heated enough to carry the amount of passengers and it all depends on mass. The pressure of the outside air is supporting the hot air balloon by force and the fire uses its heat to makes the balloon air increase in temperature therefore making the balloon float up because heat rises.  The air inside the balloon expands and has increased volume.
