Presidents can persuade when they give speeches. Persuasion was also needed to persuade people to ratify the Constitution back in the early days of America. Presidents can persuade legislators to change the content of the bill to suit the president better. People use ethos, pathos, and logos to speak to people's emotions and move the to change or do something. Thomas Jefferson used those when he wrote the Declaration of Independence. Martin Luther King Jr.'s "I Have A Dream" speech also speaks to people's emotions and is very persuasive about ending segregation and racism. Hope that helps.
