Volume of water in a small bowl is measured suitably if we use millilitre. It is because the small bowl contains water with volume from few millilitres to few hundred millilitres. (so one to 3 digits will be used, and the amount is going to be > 1 millilitre usually)
If you measure the volume of water in bowl in terms of litre, then the number before litre unit is smaller than 1, and therefore, not comfortable to be handled by normal people. It would be like 0.240 litre etc. So that decimal's use and it being awkwardly below 1 makes it odd to handle in day to day life.
That's why we choose millilitres for measuring water contained in small bowl.
