i think that it is D, because when we talk about climate change, it is something out of the ordinary, e.g. places that are usually hot becomes cold all of a sudden, and places that are cold becomes hot. Because it changes, we cannot say it is the average, it is definitely not rare, and it is not only affected by terrain. sorry if i am wrong, i am not sure too
