1. What is the complete ionic equation?
Let's ionize the equation. Make sure all the atoms are correspondent with their coefficients. Don't forget their charges.

Label every ion as (aq), and check the periodic table for their charges. Even without looking for V, we know that it is a 3+ charge since there are 3 chlorines attached to it.
2. What is the net ionic equation?
Get rid of all of the ions that don't do anything. Consider them lazy if they don't precipitate or form a solid. In this case, anything other than V and OH should be removed since they don't react. Think of it as cancelling out the ions that are still ions both sides.

3. What are the spectator ions?
Spectator ions are the cancelled out ions from the previous problem.
