The message of the political cartoon was simply to describe the figurative wall (Iron Curtain) that was built by the Soviet Union (Joseph "Joe" Stalin) to divide the Capitalist West and Communist East.
By critically observing the figurative wall (Iron Curtain), we can logically deduce that some people were working effortlessly (capitalism) on one side while others did nothing (communism).
