When we draw Lewis dot structure we do use only valence electron of the elements of that molecule. This is because only valence atom takes participate in the formation of compound, electrons of inner shell are not disturbed. The valence elctron gives maximum property of the compound regarding it's physical and chemical properties and helps us to identify the overall structure and bonding of molecule, to understand overall mechanism of any reaction!
