Many people go looking for young kids to prey on and social media is a great place for that. At 17 someone understands more about that and will be able to realize if they are being targeted. Another reason to have social media apps be 17+ is because of the level maturity a 17 year old has rather than a 12 year old. A 17 year old is not as influenced as a 12 year old and they are almost to adulthood. Knowing their mind they will be less likely to conform to some of the bad habits people on social media promote.
