Like all leaders of any merit, Chavez pointed to the laws of the land to protect them.

The problem was that  he believed he was dealing with an  uneducated group. They did not understand as he did, and as Martin Luther King did that the constitution was to be upheld at all times.

They (his people) thought that as long as they were making a living, they were fine. Chavez knew better. He knew that if they did not protest their conditions, they would never get a decent part of America. He wanted them to fight as all minorities in the past had fought.
