In Egypt, there is only one, main person, the Pharaoh.  The Pharaoh is considered a god and all have to obey him.  The only other person that you must listen to is the vizier.  The vizier is a guy that is in charge of justice and public works.  In the Yellow River Valley, there is also one main person: the King.  The only difference is that in the Yellow River Valley there is a leader in every section of the country.  This leader communicates with the King and if the King does not like what the leader is doing he chooses a different one, then gets rid of the previous one.
