The main reason why they didn't was because southerners didn't like reconstruction efforts, what with black rights and all, so they made a deal with Rutherford B. Hayes. I think reconstruction should've continued in order to de-racialize the united states. Black people wouldn't have fair voting rights until the Civil Rights Movement in the 1960s.

2. Maybe. The Civil War was an inland war in the United States, while the current wars were outside of the US. I think the US should be responsible for rebuilding the nations it had previously intervened in.
