Basic Democracies is a local government structure that was implemented in the early 1960s under the Ayub regime. The Basic Democracies framework originally consisted of a five-tiered structure.

What is democracy at its fundamental?

Freedom of assembly, association, property rights, freedom of speech, inclusivity and equality, citizenship, consent of the governed, voting rights, freedom from unjustified governmental deprivation of the right to life and liberty, and minority rights are among the foundational principles of democracy.

The Basic Democracies structure originally consisted of five tiers. There were:

  • Union councils for rural areas,
  • Thana councils for East Pakistan,
  • Tehsil councils for West Pakistan,
  • Divisional councils, and
  • A provincial development advisory council.

The fundamental Democrats supported Ayub Khan in the referendum for the presidential elections conducted on February 14, 1960.

Hence,  Massive unrest against Ayub occurred in 1969 as a result of the basic democratic party's monopolization of election rights, which was widely resented by the huge rural and urban masses.
