The Basic Democracies structure originally consisted of five tiers. There were:

  • Thana councils for East Pakistan,
  • Tehsil councils for West Pakistan,

The fundamental Democrats supported Ayub Khan in the referendum for the presidential elections conducted on February 14, 1960.

Hence,  Massive unrest against Ayub occurred in 1969 as a result of the basic democratic party's monopolization of election rights, which was widely resented by the huge rural and urban masses.
