The government of Athens worked quite straight forward as the government was available for any male citizen who is above the age of 20 can take part.

Government is the ruling group of people of a country or a society, the government is usually chosen by elections the individual citizens of the society vote for their favorite candidates and the one with the majority wins and so the government is formed.
The Greek had a government named Athens in which all male citizens of the society can take part. they were nominated and then the final candidate who would develop the government was chosen by a lottery.
The individuals above the age of 20 were nominated and chosen by lottery, the chosen was enabled to form a government and rule the Greek people.
