It came after the annexation of Texas by the United States in 1845, when Mexico still regarded it as its domain. Because President Antonio López de Santa Anna signed the Velasco treaty while being held captive by the Texan Army during the 1836 Texas Revolution, Mexico refused to recognize it.
Although the Republic of Texas was technically an independent state, the majority of its Anglo-American residents desired annexation by the US.
