Comets from Kuiper Belt come from near the radius at which they orbit today.
Astronomers think the icy object of the Kuiper belt are remnants left over from the formation of the solar system. Similar, to the relationship between the main asteroid belt and Jupiter, it's a region of objects that might have come together to form a planet had Neptune not been there. As the Kuiper Belt progressively erodes away, comets are produced there. KBO fragments can be propelled by Neptune's gravity into sunward-pointing orbits, where Jupiter's gravity further corrals them into brief loops lasting 20 years or less.
