President Harry S. Truman established the Federal Civil Defense Administration (FCDA) on December 1, 1950, via Executive Order 10186 on January 12, 1951, the Federal Civil Defense Act of 1950 made the FCDA an official federal entity. When President Dwight D. Eisenhower combined the FCDA with the Office of Defense Mobilization in 1958, the FCDA was replaced by the Office of Civil and Defense Mobilization.
As a result of the act, the Federal Government will be able to give matching grants of money to the States for the development of air raid shelters. The act also permits the Federal Government to take specific actions directly, including the acquisition and stockpiling of essential medical and other equipment and supplies as well as the installation of proper warning systems. Each of these areas of application poses challenging issues that take time to resolve. To address those significant issues, we have carefully prepared plans.
The overall strategy for dealing with an aggressor's attacks on our cities and their inhabitants was released last September. It was the outcome of years of research and labour on the part of numerous individuals in this country, both inside and outside the government.
