The act also permits the Federal Government to take specific actions directly, including the acquisition and stockpiling of essential medical and other equipment and supplies as well as the installation of proper warning systems. Each of these areas of application poses challenging issues that take time to resolve. To address those significant issues, we have carefully prepared plans.
