President Lincoln and, his Vice President, Andrew Johnson devised the Ten Percent Plan, which consisted in allowing the rebellious states to rejoin the Union as long as ten percent of them approved the abolishing of slavery. In order to provide rights, education and medical help to slaves, the Congress founded the Freedmen's Bureau. Lincoln cared profoundly for the Union therefore he wanted the South to return in his own terms; but Johnson preferred to ally with ex-Confederate leaders, something that northerns regarded treachery. Unfortunately, the Ten Percent Plan didn't pass and Lincoln was assassinated.
