*Numbers represent dollars + x denotes time in weeks
Steve: y= 250 - 25x
Chelsea: y= 30 + 30x

b)
250 - 25x = 30 + 30x
220 = 55x
x = 4
Steve and Chelsea save the same amount of money after 4 weeks.

C is pretty much the same question as B.  Hope this helped.  You'll still have to graph both equations though.
