No not totally true most old people see it as white and gold while younger people say it as bleu and black. I did studies to prove this :)

I saw the dress as "White and Gold" and the company of the dress posted on twitter thanking everyone for participating in the debate and the true color of the dress is "White and Gold". The dress appeared to be "Black and Blue" if you looked at a screen at an angle of if you turn the brightness down on your phone.
