I have enjoyed my studies in the south of France (near Nice) Great people, interesting classes, beautiful landscapes, many places to visit. Classes were in English. French Government gives subsidies which cover about 1/3 of housing expences (CAF- caisse d'allocations familiales).

Spain or Portugal are good if you want to party.

Of course UK has many great universities.
