When thermal radiation hits the earth's surface, it scatters. The heat is trapped by greenhouse gasses such a helium and water vapour. The heat contained keeps the surface warm.
Earth has an atmosphere that is not too thick and not too thin, so when the sun radiational heat hit the atmosphere, it just goes everywhere throughout the Earth.
