Why did the Akkadians and other invaders adopt Sumer’s culture?

They must have dominated the cultural group, because they started to inhabit the Akkadian cities.( just like how French culture took over in the Canadian province of Quebec ) In other words, there was just a lot of Sumer culture floating around, ( not literally ) so they just adopted it.
