Do you think the Palmer Raids were a valid approach for a government to take? Explain

I've read several articles on the Palmer Raids. It is hard to imagine how the government allowed them to take place since there were no warrants issued or much evidence to support why certain raids were made. Everyone was questioned with a suspicious attitude for the slightest resemblance to anything considered communist. I think they could have used better intelligence to gather information. It seems against personal freedoms. Although I understand the scare since its much like our reaction to Al Qaeda
our forces can't even raid them without a notebook full of papers and reasons.
