I figured it out by finding 1% (1.16) 
multiplying it by 2 (2.32)
halving 1.16 to find 0.5% (0.58)
And then adding 0.58 to 2.32 to find 2.5% (1.9256)
Round that up to 2 as you cannot have 0.9256 of a person.
Therefore 118 people will arrive for the flight.
