Nepal is predominantly Hindu so the first can't be right.

The last isn't either: it's Bhutan that does it.

B is true although  Nepal was a was a monarchy until 2008, but in the 1980s the King agreed to introduce a parliamentary system.

C is also problematic: it was true (actually, i was once stopped by Maoists while travelling in Nepal) - although this diminshed starting in 2006. and now Maoists are in the mainstream politics.

I believe the answer is: B. It became a democracy in the 1980s.

Prior to the adoption of Democratic system, Nepal was referred to as The kingdom of Nepal, which adopted a monarchy system of Government.

But many of leaders rule with dictatorships and resentment started to build up among Citizens. This lead to people's movement that demanded the change of government system into a democracy.
